The Navy Distinguished Service Medal can be awarded to any person who provides exceptionally meritorious service to the Government of the United States in a position of great responsibility. Exceptional performance in normal duty will not warrant the award
of this medal.
The Navy Distinguished Service Medal can be awarded to members of all branches of the military, as well as civilians and foreign Allies.
